NEW RULES OF VISAS FOR NO RESIDENTS OF COSTA RICA

THIRD GROUP

The citizens of the following countries may come to Costa Rica with Consular Visa and with a maximum stay allowed of up to 30 natural days.

NOTE: The nationals of the countries located in the third group will have to ask for the consular visa in their country of origin, except for the following exceptions:

a) The nationals of the countries located in the third group that are in the United States of America, Canada and the countries of the European Union, enjoying legal permanence, still with tourist visa, will be able to manage by means of the consuls credited in those countries, their consular visa to enter Costa Rica.

b) The nationals of the countries located in the third group that are in quality of permanent resident with a noninferior use to six months, in the other not referred countries of the first group in the point a), will be able to ask for consular visa in that country of permanent residence, whenever they present before the respective Costa Rican consul, the document that credits that legal permanence. The Costa Rican consuls will have to verify before the migratory authorities of the residence country, the authenticity of the permanent residence.

c) The nationals of the countries located in the third group that are in quality of permanent resident with a noninferior use to six months in Guatemala, Honduras or El Salvador, will be able to ask for consular visa in that country of permanent residence, whenever they present before the respective Costa Rican consul, the document that credits that legal permanence. The Costa Rican consuls will have to verify before the migratory authorities of the residence country, the authenticity of the permanent residence.

The exceptions indicated in the point a) will not be applied in the case the Costa Rican consulates located in the countries of the first group in South America, Nicaragua or Panama, neither in countries located in the second, third or fourth group. The Costa Rican consuls in those countries, will not be able to authorize consular visa to enter Costa Rica, without to carry out the procedure established to follow.

The other national foreigners of a country of the third group ask for entrance visa before a Costa Rican consulate that is not within the exceptions indicated before, the consular agent will have to send the request to the office of the General Director of Migration and Alienage via fax, for their valuation. This request will be solved in accordance with the applicable elements in fact and of right. The General Director of Migration and Alienage will be able to deny these requests according to considers pertinent. In any case, one will be due to count on reasonable indications that the foreigner does not try to stay in the country, because it would denature the migratory category of no Resident.

During the sencond semester of 2006 we will open a consular office at the International Airport Juan SantamarĂ­a to approve of visas in arrive.
