Costa Rica Restrictions on Shoreline Property

The Maritime Terrestrial Zone Law governs the use and ownership of most land up to 200 meters from the waterfront (mean high tide level) on both coasts of Costa Rica, including estuaries and river mouths.

The first 50 meters from the waterfront is public land and normally may not be developed. The next 150 meters can be privately developed and occupied under five-to-twenty year concessions from the local municipality, provided the land has been zoned for the intended use. Strict residency requirements apply to foreigners who seek concessions.
